Rocha Departament

The department Rocha is placed in the southeast of Uruguay. It borders to the north on Treinta y Tres, to the east on Brazil, to the southeast on the Atlantic Ocean and on the west on the departments of Lavalleja and of Maldonado.

It is part about what one knows like penillanura crystalline, in his interior, and about the oriental flatness, on the coastal stripe.

It possesses a 10.551 km surface ² (very similar to that of Jamaica), it is the most extensive seventh department of the country, and it has a population of 69.937 inhabitants according to information obtained by the census of 2004.

The capital is the city homónima, that is located to 210 km from Montevideo.

Previously at the arrival of the Spanish, the territory was populated by indigenous tribes. With the advent of the settlers, the smugglers and faeneros were attracted by them by the dairy cattle between them there was Luis de Rocha originated from Argentina, and from whom there comes the name of the department and his capital.

The capital of the department named in that epoch Our Lady of the Remedies of Rocha (at present Rocha), was founded in 1793 fulfilling instructions of the viceroy Nicolás de Arredondo and for work of the Minister of the Real Treasury Department of the Port of Maldonado, Rafael Pérez of the Port.

Later the Rocha department was created by law of July 7, 1880, which up to that one then there was part of the current department of Maldonado, which understood to those who are today Maldonado, Lavalleja and Rocha.

In the middle of the XVIIIth century, it was representing a ground much valued by the Portugueses, who settled in the Campaign of the Chuy and tried to exceed the limits that the Treaty of Madrid was establishing between the Spanish and Lusitanian dependencies on the Oriental Band.

Rocha spreads along 170 km of oceanic coast, is characterized by his white sand, cold beaches and of salt water, his rocky areas, and the deep and steep shores. This distinguishes it from other departments of Uruguay like Cologne, San Jose, Montevideo, Cannelloni and part of Maldonado, which belong to the mouth of the River Plate.

The department possesses big alluvial flatness, areas of marshland and an extensive complexity of lakes and lagoons of major largeness.

Dead India is provided with hills like the San Miguel, the Second lieutenant between others, which confirm for his rustic completions with the simplicity of the estuaries, like the Areas of marshland of the Marvels, San Miguel, etc.

Proceeding from the mountain chain of Carapé, they penetrate on his territory the choppers of Breakdowns and Coal bunker, finishing in the attractive heights of Bella Vista and the Bleaching.

Also there find the saws of the Rochas and of the Garlics, outskirts to the hills Watchtower and Roughly.

The coast rochense integrates of wide beaches generally accompanied by rough stones submitted to the wear of the strong marine currents that they usually punish to the bank and, sometimes, there constitute a risk for the swimmers.

Also there are sandy areas as the end of Santa Maria, End Polonio, Valizas, Top of the Devil, and The Stone quarry, between others.

Also it exists some islets like the Islands of Towers, Green, or the Crown that they do not drift apart much of the coast.

The Coal bunker chopper separates the basin of the Atlantic Ocean of the lagoon Merín, which is washed by the Rio Cebollatí, where the creeks of Aiguá and Second lieutenant spill his waters in the Rocha west.

The creek San Miguel marks the natural limit with the Brazilian state of Big Rio of the South, meanwhile that the river San Luis ends on the lagoon Merín after receiving to his tributaries of Dead India and other areas of marshland, this one in turn is related to the Waiter lagoons, Castles, Rocha, Black woman between others.

The Atlantic Ocean does not lodge practically to any creek, with the exception of the Valizas.

The Rocha climate is warm, humid and rainy.
His low and steep coast hinders the drainage, therefore there are usually extensive lagoons areas, as well as small oases between the dunes of the center - north.

Flora and Fauna

Pajonales and reedbeds arise with a certain dimension close to the interior areas of marshland, and the coasts, which are used for the rice harvest. Also the department is known for there were varied palm trees of Yatay, which emerge in his area and spread towards the north of the country, succumbing in Jump.

In addition to the ombúes forest known for being the biggest of the world, also Polonio counts with numerous forest parks and areas of camp, between them, that of End.

The animal species that they inhabit in the area are generally mount birds, teros, carpinchos, bats, porcupine, also there are hares, rabbits, vipers of bell, lizards, goats, etc. Finally, already on the ocean, jellyfish, sea basses, hakes are seen, fish it borders, wolves of sea, sharks and, during the winter months (July to September), penguins and some whales can be appreciated, many of which due to losing orientation die in the shores of the coast.

Rocha is a predominantly cattle department as in almost the whole rest of the country, constituting his principal activity the baby of bovine, sheep and the sale of the cattle. Nevertheless he supposes another big revenue of capital, the fishing that practises in the whole department, mainly in spas like The Pigeon, The Stone quarry, San Francisco, the Gouache on itself, etc.

Also it exists in the chopper of Carapé deposits of copper, lignite and marble.

As for the agriculture, there take place cereals, corn, vegetables, tobacco, tomato and fruits.
The commercialization of leather, wool and alcohol they are also predominant in the area.

As a consequence of the Rocha proximity, and for bordering on Brazil, it does to the national capital that it is a department much met so much by Argentinians as for Brazilian or Uruguayan.

It is possible to gain access to him for the route 9, which is born in Cannelloni, or continuing for the interspa one in the direction of this one.
Those who do it from Big Rio, deposit for the national route nº 9 after crossing the Uruguayan-Brazilian border of the Chuy.

The city of Rocha also is provided with a national airport.

The iron line Rocha-La Paloma and Sudriers-Rocha they are closed desde1988 and from 2002 respectively, although there are plans to reconstruct them and reabrirlas, this has relation with the installation of a port in the department.

According to the article 262 of the Constitution of the Republic, on the subject of departmental administration "the Government and Administration of the Departments, except for the services of public safety, will be exercised by a Departmental Meeting and a Manager. They will have his head office in the capital of every department and will initiate his functions sixty days after his election." Also, "the Manager, with agreement of the Departmental Meeting, will be able to delegate in the local authorities the exercise of certain assignments in his respective territorial districts" (...)

According to the census realized in 2004, there were 69.937 persons and 24.834 housings in the department.
The average hearth was 2,8, and for every 100 women there was a whole of 98,2 men. The same way as appreciations of the National Institute of Statistics (INE) of Uruguay, the reality is already worrying while other coastal departments increase lightly his population, Rocha tends, on the contrary, to reduce it. This is due to the fact that perhaps compared to other places of the country, it is still be is in phase of development and in the one that there curtail so much options of public health as of cultural and/or social nature. The numbers make to presume that for 2025, there will be a whole of 68.290 rochenses, this is, a number slightly lower than the current one and to that of previous years, in which 71.000 was going too far personas.3

Principal urban centers

Inside the most inhabited cities we find to: Castillos, with 7.346 inhabitants according to census de2004, is a spa surrounded with beautiful palm trees; Lascano and Chuy, this one with 9.804 inhabitants, is a metropolis and Chuí borders on Brazil, from which it is separated by an avenue that he shares with his sister riograndense.
His principal tourist attractions compose it: The Paloma, which it possesses 3.084 inhabitants, is a city, port and excellent spa; Punta del Diablo, Cabo Polonio, The Coronilla, The Perdera and The Barra of the Chuy. Finally, Rocha (26.058 hab). it is provided with two national historical parks, which are the Fortaleza of Santa Teresa (ancient military base in colonial epochs) and the Fortress of San Miguel.
